Asian Boxing is the first continental confederation to use the World Boxing Referee Evaluator System

Asian Boxing has become the first continental confederation to fully implement the World Boxing Manual Evaluation System, a process already in place at the Olympic Games, qualifying events, and World Boxing tournaments to ensure fair bouts for athletes and protect officials from outside interference.

The system was one of the priorities and conditions set by the International Olympic Committee (IOC). It is designed to uphold neutrality, transparency, and accountability in officiating while building a strong record of each official’s performance for future selection.

At the Asian Boxing U19 & U22 Boxing Championships in Bangkok, the process was carried out by Referee Evaluators James Fitzroy Beckles (TTO), Dr. Beki Piroska Boglarka (HUN), and Ramona Manuela Cobzac (ROU), as well as Draw Commissioner Polina Shtyfura (UKR) who worked independently but in close coordination to safeguard the integrity of every bout.

How the system works:

Two evaluators per bout: one monitors the referee, the other the judges, ensuring two independent perspectives on each performance.

Scores are recorded manually, and bouts are reviewed again each evening as a second layer of protection, identifying inconsistencies or signs of favouritism.

If issues are found, sanctions can be applied to the official. Accumulating a set number of sanctions means an official will not complete the tournament.

All evaluations are stored in the World Boxing database, forming a reliable record used for future officiating appointments and supporting officials’ development.

Each morning, the Draw Commissioner uses evaluator feedback to assist the system in conducting a neutral draw, ensuring no official is assigned to a bout involving their own or a neighbouring country, and removes sanctioned officials before the draw.

This system not only guarantees fair bouts for every boxer but also protects officials from external pressures, giving them the opportunity to adapt, improve, and progress in their careers based on merit and performance.

By adopting the World Boxing Manual Evaluation System, Asian Boxing is strengthening trust in officiating and setting a benchmark for fairness, integrity, and professional growth in the sport.
